Called whenever a contact's `dnd`, `dndSettings`, or `inboundDndSettings` field is updated

If the global `dnd` field is not present, please treat it as false. That is the correct and intended interpretation, and it holds consistently across our APIs, so no additional call is needed to disambiguate.
